Arizona roofers must be licensed by the Registrar of Contractors (ROC) in the roofing classification for their market: R-42 (residential), C-42 (commercial) or CR-42 (dual). A license is required whenever labor and materials exceed $1,000 or a building permit is required, and the business must have a qualifying party who passes the trade and statutes-and-rules exams.
Regime: State license (ROC) — R-42 residential / C-42 commercial / CR-42 dual Roofing. Total state cost: New license totals published by the ROC: R-42 $720, C-42 $580, CR-42 $850 (two-year license), plus exam fees of $61 (SRE) and $66 (trade).. Exam: yes — Arizona Statutes and Rules Training Course and Exam (SRE) plus the roofing trade exam (PSI). The full breakdown — classes, thresholds, bond, insurance, sub rules — is on the Arizona state page, and the checker computes it against your job size and role.
License required if labor and materials exceed $1,000 OR a permit is required at any price. The exemption is for casual/minor work only, cannot be created by splitting a larger operation, and does not apply to work that is part of a larger project. A 2023 bill (SB 1715) proposed raising the exemption (to $2,500, later amended to $2,000 with indexing) but the ROC's current license-classifications page still publishes $1,000 — the figure this dataset uses.
The checker gives you the verdict. The kit gives you the paperwork, in filing order: the application walkthrough for your state's class, qualifying-party documentation templates, the bond and insurance spec sheet with your state's exact minimums, the city-registration checklist pack for no-license states, and the contract-compliance pack (deductible language and required contract notices, including Florida's deadlines calendar).
