Guide · Checked October 22, 2026
In threshold states the license question is arithmetic. Cross the line on one contract and the credential is required — usually before signing, always before the work. These are the lines in the dataset, checked October 22, 2026.
| State | Line | What it measures |
|---|---|---|
| North Carolina | $40,000 | Your contract value (a sub's own contract counts, not the whole project) |
| Alabama | $2,500 res. roofer / $100,000 comm. | Residential Roofer license (HBLB) over $2,500; broader home-builder license over $10,000; commercial GC at $100,000 (Act 2024-277) |
| California | $1,000 | Labor + materials combined; permit-required work is licensed at any price |
| Arizona | $1,000 | Labor + materials; permit-required work pulls the license in |
| Arkansas | $2,000 | Contractor registration/licensing trigger (see state page) |
| Florida | None | No threshold — license at any price |
| Illinois | None | No threshold — license at any price |
Splitting one roof into two $25,000 contracts to stay under North Carolina's line is the classic move, and boards treat artificially split contracts as one job. Change orders that push a job over the line mid-work create the same exposure in reverse. The safe use of a threshold is a business model (repairs-only under the line), not a per-job costume.
In California and Arizona the small-job exemption dies when the job needs a building permit. Re-roofs usually need permits. That single clause is why “under $1,000 = no license” is true and useless at the same time for most roofing work — the checker prints it in the verdict rather than letting you discover it at the permit counter.
The checker gives you the verdict. The kit gives you the paperwork, in filing order: the application walkthrough for your state's class, qualifying-party documentation templates, the bond and insurance spec sheet with your state's exact minimums, the city-registration checklist pack for no-license states, and the contract-compliance pack (deductible language and required contract notices, including Florida's deadlines calendar).
