Roofing license in Kansas

Registration only. Kansas does not license roofers, but since July 1, 2013 every roofing contractor — residential and commercial — must hold a roofing contractor registration certificate from the Attorney General under the Kansas Roofing Registration Act (K.S.A. 50-6,123 et seq., part of the Consumer Protection Act) before offering or doing roofing work for pay. There is no exam: registration turns on age 18+, insurance ($500,000 liability plus workers' compensation), a tax clearance, and good-standing disclosures.

ItemKansas
RegimeState registration — Kansas Roofing Registration Act (K.S.A. 50-6,123 et seq., Attorney General)
ExamNone. The Act and K.A.R. 16-8-2 require an application under oath, statement of experience/qualifications, insurance and tax documents — no examination, no minimum experience.
ExperienceNo minimum years. The application must include a statement of the applicant's experience and qualifications as a roofing contractor, if any (K.S.A. 50-6,125(a)(1)(A)) — disclosure only, not a qualification bar.
Application fee$250 initial (applications May 1-Dec. 31); $125 prorated for initial applications Jan. 1-Apr. 30, expiring June 30 of that year
License / registration fee$250 annual renewal, due by June 30
Total state cost$250 for a full-year initial registration ($125 if first registering Jan.-Apr.), then $250/year — Fees from the Attorney General's own initial/renewal application instructions. Statute caps the annual renewal fee at $500 (K.S.A. 50-6,128); late renewal can add fees up to $750 per the AG renewal instructions. A secondary page claiming '$500 every two years' contradicts the AG forms and was rejected.
BondNo state bond minimum published
Insurance minimumsK.S.A. 50-6,125 and K.A.R. 16-8-2/16-8-4: certificate of liability insurance of not less than $500,000 from an insurer authorized in Kansas, listing the Office of the Kansas Attorney General as certificate holder (the insurer must notify the AG of cancellation/lapse), plus workers' compensation coverage satisfactory under the Workers Compensation Act, or an affidavit of exemption / self-insurance permit. A current Kansas Department of Revenue tax clearance is also required at application and renewal.
Who qualifiesNo qualifying party / qualifier exam. The registrant is the individual or business entity; business applicants identify each designated agent who will act as a roofing contractor, each of whom must be 18+ with government photo ID (K.A.R. 16-8-2).
TimelinePaper application to the AG Roofing Registration Unit in Topeka with insurance, workers' comp and tax-clearance documents — realistically days to a few weeks once documents are assembled; no exam or hearing.
RenewalAnnual: certificate expires June 30 each year (K.S.A. 50-6,132). Renewal application under oath (felony/discipline statements) + $250 + fresh liability certificate, workers' comp proof and tax clearance, postmarked/received by June 30 to stay in good standing (grace mechanics to July 31 with added fees per AG instructions).

Classes and credentials

CredentialScopeNotes
Roofing Contractor Registration CertificatebothOne certificate covers residential and commercial roofing. Businesses must first be registered with the Kansas Secretary of State (sole proprietorships excepted) and each designated agent acting as a roofing contractor must be identified with photo ID (K.A.R. 16-8-2).

The dollar line

License trigger: $2,000 — Exemption floor in the Act: a person whose every roofing undertaking/project in a fiscal year is priced at less than $2,000 in aggregate (labor, materials and all other items) is exempt. The $2,000 exemption does NOT apply to anyone who advertises or holds themselves out as a roofing contractor. Public bodies must require individual registration of roofing bidders/contractors regardless.

Subcontractors

Roofing subcontractors must hold their own registration certificate — the Act reaches any person providing roofing services for pay, and a prime's certificate does not cover a sub. Working unregistered is itself a violation (K.S.A. 50-6,133(a)(6)), and under the Act an unregistered roofing contractor cannot maintain an action to collect payment for roofing work.

The local layer

State registration is required statewide and does not replace local permits: cities/counties can add local contractor licensing, business licenses and roofing permits (the Wichita and Kansas City metro areas are the usual examples contractors cite). The AG maintains the public Roofing Registration Directory to verify good standing.

Deductible law (insurance work)

No specific deductible-waiver statute found. No deductible-specific ban was found in the Kansas Roofing Registration Act as in force: the violation list in K.S.A. 50-6,133(a) (abandonment, diverting funds, fraud/deception, false statements, unregistered work, permit and tax failures, inadequate insurance) contains no deductible item. A 2011 bill (HB 2307, a proposed Kansas Residential Roofing Act) would have banned advertising/promising to pay or rebate a deductible, but it is a fiscal-note/bill document, not the enacted Registration Act — so Kansas is honestly recorded as no_specific_statute, with general Consumer Protection Act fraud rules still applying to deceptive deductible offers.
