Roofing license in Missouri

No state license. Missouri does not license roofers or general contractors at state level at all. The credential that matters is local: Kansas City, the City of St. Louis, St. Louis County, Springfield and other jurisdictions run their own contractor licensing or registration, bonds and insurance rules. State law still controls how roofers sell insurance work — §407.725 bans advertising or promising to pay a deductible.

Verify the current fee with the specific city before quoting it.

Classes and credentials

CredentialScopeNotes
No state license classbothThere is no Missouri state roofing license, no state exam, and no state license fee. Any 'Missouri roofing license' offered at state level is a local credential or a private certificate.

Subcontractors

Subcontractors follow the same pattern as primes: no state license, and whatever license or registration the city/county where the work is performed requires for that trade.

The local layer

This is the whole system in Missouri. Examples from secondary sources: Kansas City licenses residential building and trade contractors through Planning & Development / Regulated Industries; the City of St. Louis Building Division runs a graduated construction contractor license; St. Louis County Public Works registers specialty contractors; Springfield requires registration with Building Development Services. Always check the exact city and county of the job — a license in one does not automatically cover the next.

Deductible law (insurance work)

Paying, waiving or advertising a deductible waiver is an offense. Citation: Mo. Rev. Stat. §407.725. The operative section is §407.725 (not the §407.850+ range sometimes cited). §407.725.2: a contractor shall not advertise or promise to pay or rebate all or any portion of any insurance deductible as an inducement to the sale of goods or services; 'promise' includes any allowance, discount, compensation, gift, prize, bonus, coupon, credit, referral fee or other item of monetary value. As enacted in 2011 (SB 101) it covered residential roof work on 1–4 family homes; the 2014 revision (effective Aug. 28, 2014) broadened 'contractor' to residential or commercial real estate. The section also gives the insured a right to cancel until midnight on the fifth business day after written notice from the insurer that all or part of the claim is not a covered loss, sets contract-notice duties, bars representing or negotiating the claim for the insured, and treats violations as an unlawful merchandising practice.
