Roofing license in Utah

State license. Utah licenses roofers through DOPL. The dedicated route is the S280 Roofing Contractor specialty classification; a B100 General Building or R100 Residential & Small Commercial license also covers roofing. A qualifier with experience, a pre-license course and the Utah Business & Law exam, plus $1M/$2M liability insurance, are the core gates.

RegimeState contractor license — S280 Roofing specialty (or B100/R100 general)
ExamUtah Contractor Business & Law Examination (qualifier). Trade exam: S-series specialty classifications were listed for trade exams in older R156-55a rules (incl. S280); later rule amendments struck most S-class trade exams, leaving Business & Law + pre-license course for specialty — treat trade-exam status for S280 as PARTIAL and confirm with DOPL/Prov at filing — pass mark 70%. Pass score 70% stated in R156-55a. Business & Law fee about $68-$69 per attempt per Prov/secondary summaries.
Experience2 years / 4,000 hours paid construction experience within the applicable period, self-certified by affidavit in current DOPL guidance; alternatives include construction management degree, prior qualifier service, PE license, or NASCLA exam passage as experience evidence.
Application fee$175 per primary classification + $50 per qualifier + $1 electronic library surcharge (DOPL fee schedule / application form)
License / registration fee$175 classification + $50 qualifier + $1 = $226 for one qualifier / one classification, before course and exam fees
Total state cost$226 DOPL fees + Business & Law exam (~$68) + 25-hour specialty pre-license course (market $200-$400) — insurance/bond extra — DOPL fee schedule lists Contractor Primary classification Application $175 / Renewal $128. Specialty pre-license course is 25 hours; general is 30 hours.
BondNo universal license bond for clean applicants. DOPL license bond is conditional under R156-55a-602 — required only when financial-responsibility triggers are present (e.g. outstanding obligations / recent bankruptcy); amounts $15,000-$50,000 cited by secondary sources when required.
Insurance minimumsGeneral liability at least $1,000,000 per occurrence / $2,000,000 aggregate, DOPL as certificate holder (current DOPL guidance; an older $100,000/$300,000 figure in some guides is outdated). Workers' compensation required with employees; sole operators need a Workers Compensation Coverage Waiver from the Utah Labor Commission.
Who qualifiesQualifier — must be a 20%+ owner or W-2 employee in a management position, meet experience, complete course and pass Business & Law exam; $50 fee per qualifier; $50 to replace/change qualifier.
TimelineDOPL processes as received; no expected turnaround published (Harbor summary: contact after 4 weeks if no response)
RenewalEvery 2 years by Nov 30 of odd-numbered years; $128 + $1 surcharge; qualifier must complete 6 hours continuing education before renewal

Subcontractors

Subcontractor roofers must hold their own DOPL license in S280 or a covering general classification — working under another firm's license does not substitute, except through that firm's qualifier/employee structure.

The local layer

Utah cities require a local business license (typically $50-$300/yr per secondary summaries) and building permits, but the contractor credential itself is state-issued by DOPL.

Deductible law (insurance work)

No specific deductible-waiver statute found. No Utah statute specifically banning deductible payment/waiver/advertising by roofers was found.
